1. To create a people-oriented traffic safety environment, we will implement basic legal system on road traffic safety; strengthen the safety culture and operational efficiency of Taiwan Railways Corporation, and conduct safety management systems and third-party safety assessments; applying transportation big data and AI to create a safety protection network for smart highways, smart railway transportation, and better supervision.

2. To improve public transportation in rural areas and to enhance barrier-free transportation; promoting the digital transformation of the transportation sector, integrating smart transportation experimental fields, connecting big data, AI and Internet technologies, and diversified and intelligent public transportation; promoting the open circulation of transportation data and enhancing the effectiveness of smart applications and digital governance; promoting the innovative application of drones, optimizing the benefits of industry alliances, deepening the democratic supply chain, and strengthening the defense of the society as a whole.

3. To build a safe, resilient, and convenient transportation network, optimizing railway and highway transportation, where there is improved network around the island and railway network; connecting the expressway network and optimizing the eastern highway network. Providing high-quality rail transportation, with the adoption of railway rapid transit and grade separation of railways, and building a metropolitan area rapid transit network; prioritizing the construction of a second around-the-island route with dedicated right-of-way to improve the safety of the island's bicycle network.

4. With a dual-axis transformation towards sustainability, resilience, and digital innovation, cross-ministerial cooperation in tourism marketing to attract tourists to Taiwan; combining local cultural stories to create 100 highlights around the island will drive a national tourism boom; cross-domain shaping of regional tourism brands and smart scenic spots will enhance industry value and promote Taiwan's tourism, both in quality and quantity.

5. To enhance the capacity of Songshan, Taoyuan, Taichung, and Kaohsiung Airports to build a competitive airport cluster; expanding international air rights and broadening the air network with increased capacity and frequency; deepening flight safety and security supervision; promoting energy conservation and carbon reduction in air transport. Strengthening investment promotion in new logistics parks and free port areas and improving the efficiency of smart infrastructure construction and value-added logistics transshipment.

6. We will continue to promote port and harbor services, utilize smart technology to enhance safety, create a low-carbon port for sustainable development, and drive the digital transformation of shipping and harbors; expanding the hinterland for logistics demand and creating a wind power industry base; improving shipping facilities and enhancing the quality of offshore maritime services; building a major cruise tourism hub in Asia and a smart logistics center in the Asia-Pacific region.

7. To strengthen meteorological monitoring infrastructure, developing AI technology, improving disaster prevention and weather early warning, and enhancing resilience to extreme climate events; improving postal universal services, expanding the green transformation of logistics, and optimizing digital inclusive financial services; introducing private capital and innovative business models to improve service efficiency; participating in international organizations and trade agreements to promote global exchanges and cooperation and industrial upgrading in the transportation sector.
