Taoyuan Underground Railway Project,Feasibility Assessment to be sent to the Executive Yuan for consideration

To meet with the swift development of the Taoyuan metropolitan area and the rapid growth of passengers traveling by rail, in 2009, the Executive Yuan approved the ''Taiwan Railways Metropolitan Area Expressway - Taoyuan Elevated Construction Section''. As Taoyuan City Mayor Cheng Wen-tsan later took office, the existing railway will be converted to underground. This construction project can raise the efficiency of overall network operations, the value-added benefits of land, tax benefits, improvement of environmental quality, and so forth. Taoyuan City Government''s Department of Transportation said that Taoyuan Railway''s conversion to underground is planned to extend from Taoyuan, at the boundary with New Taipei City, to Pingzhen. Apart from the existing stations of Taoyuan, Neili and Chungli, there will be four additional commuter stations at Zhongyuan, Yongfeng, Zhongyuan and Pingzhen. The total length will be approximately 15.65 km, doing away with a total of 17 level crossings, five land bridges and four underpasses along the route. On November 9th, 2016, the Ministry of Transportation and Communications (MOTC) convened a meeting of the ''MOTC Committee for Review of Taoyuan Railway''s Conversion to Underground'' to discuss a ''Feasibility Study on Converting Taiwan Railways Elevated Taoyuan Section to Underground'' proposed by Taoyuan City Government. The MOTC''s Railway Reconstruction Bureau said Taoyuan City Government should amend the feasibility study report with respect to such issues as pro rata division of budget, use of the elevated corridor''s land, and bringing New Taipei City''s Fengming section of the elevated railway project into the project, which should then be resubmitted to the MOTC for review, before being submitted to the Executive Yuan for consideration. Taoyuan Railway''s underground convertion policy is expected to be confirmed, which will also close the curtain on the long-standing controversy of dispute between elevated and underground railway. If it passes review by the Executive Yuan, the comprehensive planning stage can then be carried out. The construction period of the current planning schedule proposed by Taoyuan City Government would take 8 to 9 years, and the railway is expected to open to traffic in 2025.
