Respected Transportation Sector Administrator Yung-Hui Chou Assumes Helm as TIPC’s New Chairman
In a ceremony today (October 13th, 2025) presided over by Deputy Minister of Transportation and Communications Kuo-shian Lin, Taiwan International Ports Corporation (TIPC) formally honored outgoing Chairman Hsien-yi Lee and welcomed its new incoming chairman, Yung-Hui Chou. The new TIPC Chairman most recently served as Director-General of the national Tourism Administration under the Ministry of Transportation and Communications (MOTC).

Sixty-six year old TIPC Chairman Chou holds a PhD in Transportation Management from National Chiao Tung University. His distinguished career includes positions as Tourism Administration Director-General, Taiwan Railway Administration Director-General, Director of the Railway Reconstruction Bureau (RRB), and Chairman of China Engineering Consultants, Inc. (CECI). He is also a former TIPC Board Director. Drawing on more than 40 years of experience in the transportation sector, Chairman Chou brings the professional depth, broad professional experience, and outstanding leadership skills necessary to power TIPC forward on all fronts.

In remarks given at the ceremony, Chairman Chou underscored that TIPC, embodying a full century of port operational and administration experience, plays a critical role in driving growth and innovation in the nation’s maritime trade and logistics sector. He thanked outgoing Chairman Lee on behalf of the entire TIPC organization for his exceptional leadership over the years and, in particular, for his steady hand in helping TIPC navigate through and quickly rebound from the challenges of the recent pandemic. Further, he committed himself to continue building on the solid foundation left by Chairman Lee and to make steady, continued progress and overcome each and every challenge ahead. Chairman Chou views the future development of both Taiwan’s maritime industry and TIPC ports as necessarily rooted in the four pillars of TIPC’s mission: Teamwork, Integrity Management, Professional Services, and Customer Creation. Also, in line with 2030 goals, he committed to advancing his organization in the four critical areas of port infrastructure, tourism, smart administration, and sustainability.

Stepping into this new chapter, TIPC will hold high the spirit of maritime commerce, grow and flourish together with its industry partners, and work closely with MOTC to build out and optimize smart port infrastructures as well as further enhance the safety and efficiency of TIPC port operations. At the same time, Chairman Chou, working in close synchronicity with the TIPC President and with support from the Board of Directors, will prioritize the achievement of long-term innovation, sustainability, and transformation goals to steadily bring new international investment and business opportunities to TIPC ports.
